The UK becomes the first country to gain access to Ukraine's Avengers Labs data platform, which trains AI models to spot and strike targets. The deal shows how methodically autonomous weapons technology is now being built out.
British Prime Minister Andy Burnham and Ukrainian President Volodymyr Zelensky signed an AI partnership in Kyiv that opens the platform to British researchers and technology companies. According to the Financial Times, that makes the UK the first foreign country to reach this vast store of combat data. The deal is part of the two countries' "100 Year Partnership."
The scale of the data
The platform draws on millions of observations gathered from thousands of cameras and sensors along Ukraine's front line. According to Ukraine's defense ministry, a system trained on this data now processes more than 100,000 drone video streams per month.
At the center of the deal:
- About five million images — manually labeled real combat imagery from drones and acoustic sensors.
- The DELTA system — much of the material comes straight from this digital combat system, which ties drone, satellite and sensor data into a real-time picture of the battlefield.
- The classification target — models that distinguish tanks, drones or artillery.
The project grew out of the Ukrainian military's AI work, which started in 2022. A Ukrainian drone soldier reported at the time that Ukraine was training neural networks on drone footage it already had. The goal was to automatically detect Russian soldiers and vehicles, speeding up the military's decision loop.
Why labeled data is the real bottleneck
Until now this data was shared only with domestic firms, giving Ukrainian drone makers an edge over foreign rivals whose image recognition was often trained on synthetic data and performed worse in combat.
Misha Nestor of the Ukrainian drone software company Swarmer sums up the constraint: "High-quality, labeled battlefield data is one of the biggest constraints on developing reliable AI for autonomous systems." Ukraine, he says, has built up something extremely difficult to replicate anywhere else.
Access comes with conditions
The sharing is not open-ended. Approved firms can only train and test their computer vision models inside a secured dataroom, built in part with Palantir. The finished AI stays with Ukraine.
One detection system already in the field shows how capable these models can be. According to the ministry, it identifies 70 percent of enemy equipment shown in video streams and needs just 2.2 seconds per object.
What the UK gets
According to the Financial Times, the British military is especially interested in acoustic sensor data that identifies incoming Russian drones. Trained properly, that method can be far more accurate than radar.
According to the British government, pilot projects with three startups are already underway: Sintela from Bristol, Mind Foundry from Oxford and Skyral from London. One turns buried fiber-optic cables into an AI-powered sensor meant to protect military bases and, later, airports or rail infrastructure. A second aims to develop low-power AI chips for drones and autonomous systems.
Why it matters
This deal shows where data sits in the AI supply chain. Model architectures get published, weights are sometimes opened, compute can be bought. Labeled real combat data cannot be bought — it accumulates only through fighting.
What Ukraine holds is therefore not a software advantage but an asset that cannot be copied. The terms of the deal acknowledge exactly that: the data does not leave, the model does not leave, only access is granted. Ukraine is using its data not as a resource but as leverage.
